When at War, WHO's in Charge?

Whether it’s a single nation, or an International Coalition, the Army has a top-ranking officer in charge, that includes strategy, personnel, supply and discipline. In the International Coalition on the war on the Wuhan Virus, the WHO guy in charge of that massive effort seems to be a bit short on discipline. I would think it would be his duty to keep the troops (nations) in line! Whether it’s not putting the cash in the pot, the hard part, to manipulating the numbers, the easy part, the WHO just doesn’t seem to have much control. On the numbers, Sweden on many occasions have ‘backed off’ their numbers, long after the fact, and Chinas numbers were suspect from day one. If it’s an ‘unknown virus’ and you don’t really know how to control it, you can’t be blamed for that, but screwing around with the numbers, in relation to the war on the Wuhan Virus, is insubordination, and the perpetrators should be Court Marshaled! This ‘uniform’ rule would also apply to President Trump and the USA! Have a nice day!
