U.S. Congress and Elections

While Article 1, Section 4, Paragraph 1 gives the States the authority to regulate the election of Federal officers, it has a caveat, “but the Congress may at any time by Law make or alter such Regulations”, which clearly shows Congress has the Constitutional power to make ‘iron clad’ paper ballot rules for the election of Federal officers. What are we waiting for?
